The Justice Squadron's satellite is Thunderbird 5.

Now we've met three of the five members of the Justice Squadron: Hazardman, Glory, and Tower.

Back during the time I tried to run Champions, I created a female villain called Tower. That Tower wore a green and yellow suit that was similar to this Tower's costume, but the crossbar of the T was across the chest, not at the shoulderline. Also, the villain Tower's T was topped with crenellations, like on a medieval castle. In a strange coincidence, the current Tower's costume is nearly identical to the uniforms worn by the Gaming Guardians (at gamingguardians.com).

I don't really keep track of race and things like that, but I believe The Justice Squadron's Tower is the first somewhat major black character that has appeared in PE(aott).
